Given the Region's already low recurrent expenditures on books and other educational materials (representing only 2 percent of total education outlays), such reductions in total recurrent spending signify that virtually no inputs beyond teachers are available in most education systems. At the same time, real incomes of teachers have declined in several of the larger Caribbean countries. At present, most of the Region's once vigorous education systems and institutions are now either underfinanced or on the verge of becoming so.
